/20/2016As a note of interest the IoTBluetoothPairing. exe does not report any BLE devices from the Pi when used over SSH. It does report normal Bluetooth devices. However when I go to the device web portal and view the Bluetooth settings the BLE device DOES show up and I can pair with it!
